Bill Ringer is a candidate in the Republican primary. South Carolina has open primaries which means that any registered voter can vote in the Republican primary. In other words, you don't have to be a Republican to vote in the Republican primary. Independents, Democrats and Republicans are all eligible. In order to vote for Bill Ringer, you must vote in the Republican primary.
